Telemetry for a given vehicle must be processed in order. How is that achieved?

Shortcut: Event Hubs guarantees ordering only within a partition. Hashing a stable partition key such as the vehicle id co-locates that vehicle's events in one partition. Sessions are a Service Bus feature, and a single partition would cap throughput at one consumer.
